how to stop the foundation from seeping water from outide on to the floor?

If your water is coming from the floor, try to find the lowest part of the basement preferably in a corner. Get a sump pump with a plastic housing(looks like a small garbage can) and dig that part of the basement so the pump and housing will fit into it. Plumb sump pump and plug in. Cover hole for safety. This should do away with your water problem.

A difficult one, it could be rising damp so check the walls for dampnesss. It could be damp rising through the concrete floor {I assume it's concrete ] either case I'm afraid it's a profesional job as most of the penetrating chemicals used are or were not obtainable over the counter. Never the less check with your local builders merchant and tell them what's happening they may be able to supply a suitable water barrier solution.

If the moisture is comming from the outside, check the slope of the yard. If slope is tords the house, that is your problem, You can dig out from the house a trench that is about 18 inches wide and goes deep enough to be 6 inches below floor line, Fill ie with crushed stone and sand that will improve drainage. Did you do a moisture test before putting down the pergo? Is there a moisture barrier under the pergo?
