I use cordless DIYscrewdrivers infrequently so I often find that the tool will not take a charge on being recommisioned. The charger usually passes a current so is the trouble the chargeable battery? If so where can one find replacements?

You can find brand name and no-name replacements on Ebay.
To get the best life out of your cordless tools, do not leave them in the charger longer than they need to, and most importantly, stop using the tool as soon as you detect the battery is running out. It's very important not to drain rechargable batteries completely, as that allows charge limiting dendrites to form in the cell.
