I had a problem of the cord getting out of the track when the cord was only 2 feet out of the vacuum cleaner. It was jammed tight and couldn't move. The main problem is the same, how do you get the vacuum open. The screw cover (the cord retracting actuator) was made to snap in, and not come apart. The propblem is how to get the cover off to access the assembly screws. This is what I did to get the screw cover off without breaking the caver.
1. Look into the crack between the screw cover and the vacuum cleaner, toward the handle. You will see 4 places where extensions of the "screw cover" go into the main body of the vacuume cleaner. This is where the cover snapped into the main body.
2. Using 4 butter knives, I pried the "springs" back, that is, I lined the butter knives up with the springs or tab, and pried or pulled the handles of the knives in the direction away from the vacuum's handle.
3. While pulling firmly on the knives, I used a small screw driver to pry the cover up, not back, but up out of the retaining springs. You may have more luck focusing on one end, get it up and out of the retaining spring first, and working across the cover until they are all free.
At that point, the cover is off and the assembly screws are accessable to take the vacuum apart.
You don't need to be too gentle. You don't have much to lose.

They are under the release for the cord rewind. Unfortunately it seems you have to break the tabs on the release to get it off. Probably time for a new vacuum if it's the motor you are trying to get at.
