I have exactly the same issue as Robert. Rolls freely in neutral, belts look good, pulleys look good, even opened up the transmission and it's all good. The longer drive belt (brand new) seems loose even though all the pulleys appear to be in the correct positions. It won't move in forward or reverse in gear, and smokes like it's burning a belt.
Did you ever get this resolved? Or any suggestions?
Thanks

I have a troy bilt 2004 tuffy j689 and mine is doing the same thing. Cranks up fine, but no movement when put in gear, forward or reverse. Have checked with several repair shops and have got a number of different things to check. First, both drive belts and both seem to be fine. Next, possible lock up in bearings in one of the pulleys. Spring which seems to be connected correctly. Spindle in drive pulley which might be broken, but cannot tell looking straight on through opening at battery holder. One shop said it cant be the transmission if the mower rolls freely when in neutral and the brake/clutch disengaged and it does roll freely. Any suggestions?

there are two belts involved in the drive line.
one from the engine to the transmission, the other is a short belt on the transmission.
either could have come off or broken.
