are you getting power to the pirs?(if fitted)if the trouble led,is flashing, then you have either a tamper or a short circuit,as the guys said,it could be cut cables, though alarm cables should never be run under carpets, but, people do it,switch mains off, open the cover, there are 3 fuses on the end station door, they are in little grey plastick holders, one is for the battery, one for the bell box,one for aux power, check them all,use a meter if you have one, holding them up to a light wont work,if cable has been cut, then the aux fuse will be blown,if it has blown, then find the cut cable(s)before replacing the fuse with same type.

Acorn, your posts become more cryptic.
The person has a problem, we both know the system is a variant of 9448 series, not that many is there?
The problem remains the same, led`s lit and the "hammer".
What would you suggest, apart from telling us the possible variant?

Well 9427 is the keypad model number the alarm panel is a 9448 Scantronic. The leds are indicating open zones and the hammer is a tamper circuit problem. Had the carpet fitters around by any chance? All things indicate cut cables. If you have a multi-meter and a cable tracker you could fix this. Alternatively you need an engineer for a couple of hours.
