This is a design used in a lot of pamasonic/technics units. the circuit works by rectifying and conditioning the signal from the speaker lines and amplifying it to switch the 12v feed to the fan. This was done in interest to keep the unit as quiet as possible when used in a quiet room when the unit wasn't being driven hard

I have the same issue. I have tested the fan by plugging it into my CPU motherboard; the fan works fine.
I brought the unit to a local repair shop and after $35 they told me that nothing was wrong with it. They said that the fan only comes on with VERY high volume levels! I couldn't believe it. I mean, Panasonic engineered a product to only cool itself at abnormally high volume levels vs. when it gets hot?
When I got home I tried it (without speakers hooked up) What I found was when I was in FM mode and the volume went up to -8db or higher, the fan came on regardless of the temp of the unit! I played a DVD and as I cranked the volume, again -8db or higher the fan came on again! I let it sit with the DVD playing at a normal volume level (-30db) for 2 hours. The unit got very hot, but the fan never came on! As soon as I cranked the volume, the fan came on!
So, bottom line, looks like a design flaw to me. I will keep using it despite the heat build up and when it fries itself, I will buy a better designed unit!

I have the same problem, I have checked for the 12vdc that the fan needs to run on the board, and don't see it. Is there a relay or IC that needs to enable this voltage/fan?
