Try using a stain block ether spray on or paint on and readily available from most diy stores, just make sure surface is bone dry before application, then paint over. Doing it this way will leave a better final finish than glossing or under coating prier to emulsioning.

hiya
we run a property maintenance co for student properties - so we've pretty much seen most stains !
i would suggest glossing over the stain - leave it to dry for a few days and then emulsion over it - it wont come back through that !

Try painting it with a gloss paint to seal it first, then after it has dried, paint over with your emulsion. I have done this in the past and it works a treat!
Good luck

Try painting it with undercoat (solvent based), this usually covers damp patches and stops it from reappearing. Then put two coats of emultion on it, when dry.
